Well, for the past week or so, i have been working on the Canadian Peoples Party Platform and this is what I have come up with.

If this goes against any Canadian Content Rules, I have written Cosmo and #juan to see if I can post it here, and if I can't you can contact me at lover_man_86@hotmail.com.

Canadian Peoples Party Platform:

Health care:

Universal Health Care in Canada is in trouble. There is no doubt that Canadian Health Care is not as Universal as it once was. The Americanization of Canadian Health Care cannot occur because it leaves the lowest rung of society barely fighting for survival because they cannot pay to go to hospitals to get the desired treatment. As stated by the CBC, the Canadian government spent 130 billion dollars on Health Care in 2005, with 40 billion going for private, for-profit health care.

Now the Canadian Peoples Party of Canada would not, first of all be opposed to private, non-profit health care centers, that would relieve the burden on public facilities, and would actually allow government money to flow into private clinics as long as they charge reasonable fees to their patients.

However, the Canadian Peoples Party does not believe that doctors should be allowed to double dip within the private and public system.

Finally, the Canadian Peoples Party believe that more foreign doctors and nurses should be attracted to Canada. Either into the countryside or into the larger towns and communities. Diplomas, and certificates from their home country would be accepted as good as a Canadian diploma as long as they pass a test within their first three months within Canada.

2 Sponsorship scandal, income trust scandal, and the "culture of entitlement":

The Canadian Peoples Party believes that the culture of entitlement of large Canadian parties, as seen in the case of the Conservatives of the 1980s and the Liberals of the 1990s-2000s, means that stringent laws should be put in placed so that criminal charges can be laid against MPs, if necessary as they are sitting in office by the RCMP.

The RCMP should be allowed to look at all evidence in case a scandal if it would be income trust or sponsorship.

However, an ethics commissioner is unneeded within the political process.

Real Whistleblower protection should be provided as well as more authority to the RCMP and the auditor general.

Finally, corruption and scandal should stop at the minister’s portfolio or the Prime Minister’s Office. If a scandal or corruption is found in a minister’s office or the Prime Minister’s office, the Cabinet Minister or the Prime Minister himself/herself should resign.

3 Quebec sovereignty:

The French People of Canada are one of the three people to create this entity, this Canada. Now, in the 1960s, before the Quiet Revolution there was racism against the French people in Quebec and they felt threatened by the imposing English culture.

However, the French people of Quebec is a Nation, the people have the same cultural differences, and language differences from the majority culture and should be a Nation. But the Canadian peoples Party believe that the French Nation or Quebec Nation could work within Quebec.

Through;

Bringing its cultural talents to the other provinces of Canada by more exchanges of students and emersion trips.

Bringing the Quebec people within the Constitution even if it means changing the Constitution through discussions like Meech Lake and others.

4 Gun registry and crime:

The Gun Registry that cost nearly 2 billion dollars is beneficial but also costly with regards to registering the weapons in Canada. The Canadian Peoples Party does not believe that the Gun Registry should be disbanded because it is useful in tracking weapons that are used in crimes. However, a ban on handguns, which was proposed by the Liberal Party of Canada, would not be acceptable because it punishes reasonable gun owners who rarely commit crimes themselves.

There are also illegal guns in Canada, which were missed by the Gun Registry because they were never registered or brought into the country illegally. Now, if these illegal guns haven’t been apart of a crime, they should be turned into authorities so that they can get off the street. How? By allowing a National Month Amnesty where all illegal or legal guns can be brought to the local police station, and once been turned into the police, the person who turns in the gun will receive a small cash reward.

Also, youth councils as well as National, Provincial, and Local governments should work together to get at risk youth off the streets and into work, or productive social activities like sports or Cadets.

However, the Canadian Peoples Party does not agree that 14 year old children should be charged as adults for crimes, when other restrictions of children are around 18-19 years old. Therefore, the Canadian Juvenille Act, should be changed that anyone below the age of 16 will be tried as a child unless the charge is rape, murder, or treason. Then and only then should they be tried as adults.

The Canadian Peoples Party support minimum sentences for most crimes, and hope judges stop slapping criminals on the wrist. However, it is up to politicians to put legislation that gives guidelines to Judges to follow, however, it is up to the Judge how he/she hands down the sentence in regards to the Criminal Code.

The route causes of crime should also be looked at;

Therefore, there should be a fund to combat poverty in this country. Because poverty and lack of jobs leads to the frustration that most criminals have before they go down the slippery slope of a criminal’s life.

There should also be help for criminals when they get out of prison so they can continue to reform there ways. A half-way house is no way for a criminal to prosper. They need to be taught in prison skills so that when they come out of prison they will be productive members of society. They should also go to help groups where people will help them with their problems.

And a way to stop crime, is to deport or not allow entry into this country of anyone who has a criminal record from their country of birth.

5 Social issues and "family values":

(Edited)Abortion:

1. Any person commits unlawful fetal termination who, in Canada, terminates a fetus that has developed for a period of no less than three months.

2. The three months referenced in Section 1 are to be as judged by one or more of the practicing doctors whom the bearer of the fetus had consulted during its term, or, in the absence of any such doctor, as close to three months as can be reasonably calculated by one or more doctors to be commissioned by the Court for that purpose.

3. (a) Notwithstanding anything in Sections 1 or 2, a fetus may be termined if there is reasonable cause to believe that the conception of such a fetus was caused due to a commission of a sexual offence upon the bearer of the fetus.

(b) No fetus shall be terminated pursuant to Subsection (a) if such a fetus has developed for no less than five months.

4. Notwithstanding anything in Sections 1 or 2, a fetus may be terminated if, in the opinion of two or more practicing doctors, such a termination is necessitated by the health of the bearer of the fetus and, in such a case, such a person will not have committed a crime pursuant to Section 1.

Same-Sex Marriage: Now the Canadian Peoples Party believes that the rights of Same-Sex people should be upheld, and we would oppose any curtail of benefits or rights for a minority of Canada’s population. However, the tension seems to be around a word, marriage. Therefore, the Canadian peoples Party proposes that if a person wants to go to a driect definition of marriage they should go to the church and have a wedding, and churches can decide whom they would administer to. However, if someone wants to have a ‘civil union’, they come to any federal or provincial office and they will not be barred no matter what sexuality they are.

Therefore, up to churches to allow marriage to whom they want, and to the federal and provincial governments to provide civil unions and benefits to all couples.

Child Care: The Canadian Peoples Party opposes the idea of for profit-centers to run day care for the children of this great country. The Canadian Peoples Party believes that Federal money should fund institutional daycare, as well as private centers that are not corporate for-profit daycare centers.

And in rural Canada, where institutional spaces or national day care spaces are hard to find, funding should be provided to families who do not have options to choose from.

Marijuana: Should be legalized and taxed just like cigarettes and other products. However, if grow ups do not disband because of this, then any attempt to smuggle marijuana into the United States would result in a heavy handed sentence on the pot-growers and pot transporters trying to ship it into the States.

6 Taxation:

The Canadian Peoples Party believes that the Canadian Peoples are over taxed. However, one social class should not be overtaxed while the other classes benefit. The Canadian Peoples Party also thinks that a GST tax cut will not benefit anyone other than the upper-classes who have a sizable income to spend on luxuries and such. Small Business, and corporations deserve a tax cut as well.

Therefore;

It should be that the Income tax of all classes, upper, middle, and lower should be dropped 1% point. And anyone that makes less than 12,000-15,000 dollars a year, should be dropped from the tax lists.

The GST will remain as is, whether it is at 7%, 6% or 5%.

Small Businesses should receive a tax break of 1,000 dollars, and should be able to receive loans and other monetary necessities if they are trying to come out of debt.

Finally corporate tax cuts, should range from .1%-.5% of the tax rate.

8 Canada-United States relations:

Canada and the United States has had a close relationship for most of their history. Some states and provinces, New England and the Maritimes operate like they are one because they are so dependent on each other. The United States and Canada are interlinked with economics and other aspects of social life so it wouldn’t be wise to cut off any relations totally.

However, several trade tiffs have taken place, Softwood Lumber, being one of them.

So the Canadian Peoples party proposes that NAFTA should be reopened to discuss the intricate details that go into the process of tribunals and rulings by the NAFTA panel and how each country should react to these rulings.

Canada should also diversive its economy and cut American dependency from 80%+ to just around about 60-70%. The economy should diversify into other markets such as Europe, Asia, Middle East, Australia, and Africa.

However, Canada should remain friendly to America, and should cooperate on all issues, with regards to Border Security, War on Terrorism.

However, Canada should also work with America and other nations to start a War on Poverty and a War on Hunger. To end the suffering in both countries as well as around the world.

Environment:

The environment is important for all Canadians. That is why that the Canadian Peoples Party thinks that an agreement should be reached where the federal, provincial, local governments along with environmentalists as well as corporations who reside in Canada work out an agreement on pollutants that harm the environment and how to curtail these harmful pollutants that are spewed from factories and industries.

Punishment for breaking this agreement:

If a corporation violates this agreement, and doesn’t decrease its pollution of dangerous pollutants it can face a stern warning for a first offence.

Second violation would result in a 200,000 dollar fine.

Also, the Canadian Peoples Party believes that carpooling, and walking or bike riding is not only healthy but would lessen the pollution that is spewed out of cars.

And would propose that all cars and vehicles, city, provincial and military as well undergo examination every five years to see if they are fit and healthy enough to drive on Canadian streets.

11 Electoral reform:

The Canadian Peoples party would like to revise the system that is in Canadian political system right now, past the post, and turn to a more proportional representation system that would allow for better governance of Canadian politics because the Canadian Peoples Party believes it unfair for a party to gain only 30%+ of the vote but gain over 50% of the house of commons.

With a more proportional representative system, it will allow for third-parties to have greater chance of winning seats in the house of common so their voices, and the voice of their voters will be heard.

Also Part 6 of Canada Elections Act should have section 67. (4) should have the first part of 1,000 dollar deposit withdrawn because that is a steep amount of money for a person or third-party to pay.

Senate Reform:

Five Paradox:


Our Senate performs a great deal of work for the House of Commons — without their reports, the day-to-day workings of our Lower Chamber would sometimes be at a crawl. Acknowleding its feats, however, we must also consider the Senate's fundamental flaw: One person, and one person alone, holds the prerogative to appoint Senators. Therefore, it is perceived by the Canadian people that the Upper Chamber of our House of Commons is not accountable to the people of Canada, however good our Senators' intentions may be.

We believe that we can create accountability in the Senate, without the hornet's nest that can be Constitutional reform. We would like to push for the House of Commons and the Senate to resolve that, in the future, Senators are only appointed when a Prime Minister's appointment of a Senator is accepted by the Legislature of the Province that the Senator would represent. We believe that it is imperative, in a democracy such as that of Canada, both Chambers are representative of the people.

And if the Provincial Legislature of the province cannot agree on the nomination, than a referendum would be held for the people to decide if the choice is a wise one and represents the choice of the people of the province that the Senator is nominated from.

Canada has one very important benefit when it comes to our Upper Chamber — our Senators serve for a long period of time. Even when the House of Commons can completely reverse itself in a matter of months, our Senate "remembers" the past few years, and evolves and adapts to meet the needs of the people. That is why we are in favour of extended, but non-life, terms in the Senate — we believe that Senators should sit for a maximum of twelve years per term, at which point they can resign, or have their appointment renewed by their Legislature.

nothing new really to set you apart from the other parties.

a good start, but you need to work on specifics of governance more. More depth and breadth would be good.

Don't "tow the line" with respect to the "old ways", for it is the old ways you are trying to change. To really differentiate youreself, go for the gold. Make a sound argument for the real changes necessary rather than more "band-aid" patches to the current.

thats my initial reaction.

Hank C, what I think kyoto is is a guideline for how Canadians or the world cuts pollution.

It puts out what needs to be cut, and the emissions from a particular indusralized country should be cut by a certain period.

Now, to get that process going in that particular country, in this case, Canada, you would have to get everyone involved and figure out an agreement or a set of guidelines for the national companies to follow.

So i think you could take a bit from both.

This is Five's idea for electoral reform for past the post and proportional representation. I don't know if it is just a band-aid because it trys to gel the two together, but the structure and example that Five gives is pretty good and I like the idea.

Well, perhaps we could readjust the boundaries, and then instead of having a separate "popular" vote, we could just use the First-Past-the-Post votes, in aggregate, to calculate additional seats based on that total vote?

For example, in British Columbia, there are 24 seats; we could have our ridings readjusted to grant us eighteen FPTP ridings, and six vacant "popular" seats.

So, if the ridings were elected as follows:

6 - Conservative Party of Canada
4 - Liberal Party of Canada
8 - New Democratic Party of Canada

but the popular vote was as follows:

45 % - Conservative Party of Canada
25 % - Liberal Party of Canada
20 % - New Democratic Party of Canada
10 % - Green Party of Canada

then the remaining six seats would be appointed to:

2 - Green Party of Canada (smaller parties are given their calculated seats first to ensure representation of the "fringe party vote"; a party would still need a minimum amount of support to be recognized as being appointed to any "listed seats.")
2 - Liberal Party of Canada (the Liberals would be calculated next, since the NDP already has a number of seats greater than their share of the popular vote; the NDP would NOT, however, be penalized seats.)
2 - Conservative Party of Canada (since the Conservatives, like the Liberals, won less seats under FPTP than their popular support would warrant, they are granted the remaining number of seats.)

Bringing the total to:

8 - Conservatives
6 - Liberals
8 - New Democrats
2 - Green Party

or

33 % - Conservatives
25 % - Liberals
25 % - New Democrats
8 % - Greens

Obviously, the seat count would more closely represent the popular support number if my example had been in a larger province, such as Ontario, but you probably get the poin

It looks quite good so far; obviously, as your party grows there is going to need to be some "tweaking" in order to accomodate the "rainbow" of opinions that are going to surface — but it's quite a good working start, in my opinion.

It looks quite good so far; obviously, as your party grows there is going to need to be some "tweaking" in order to accomodate the "rainbow" of opinions that are going to surface — but it's quite a good working start, in my opinion.

Thank you FiveParadox. As a working draft, these are the main goals of a party that I think can shift and tweak to encorporate that rainbow coalition of all ideologies that I am looking for.

If you want your party to stand for an open representative democratic system, you need to propose a structural system that grants it.

hybrids don't address the weaknesses of "party politcs", they don't address the issue with a subset of the populace actually electing the leader of the country.

To create a whole new political system would be difficult, and if a hybrid doesn't work and proportional isn't any better than past the post, a whol new system has to be created.

Well, I am going to start going over, all the known political systems in democratic history, and start from there.

We need to keep in mind that any reform ideas that would be too different from our current system would require majorly overhauling certain parts of the Constitution — an extremely difficult process; one which is prone to failure, in my opinion, given the several layers of consent that are required to make a single amendment.

always mean that your a criminal.
Marriage is not the exclusive rite of organized religions.
Would the CPP support universal education?
I think we already have to many conservative parties in Canada and I can,t at this time support another.

Immigration in Canada

My opinion is that we, as Canadians, should endeavour to better facilitate the immigration process; someone saying that they want to come to live in this great nation of ours is, in my view, the great form of flattery.

:arrow: Immigration and Criminal Records

I would assert that having a criminal record should not, in and of itself, invalidate one's opportunity to immigrate to Canada — certain crimes are far more grievous than others. In any case, we should also look at the context of those crimes, and their individual situation, no matter the charge or conviction; there is no one-size-fits-all solution when it comes to immigration, in my opinion.

In my opinion, the Canadian Peoples Party should promote the enactment of the following:

1. No person shall be denied citizenship, or denied status as a permanent resident or refugee, solely because of the possession of a criminal record.

2. A person may be denied citizenship or status as a permanent resident, notwithstanding Section 1, if such a person has been convicted of one or more acts of:

(a) high treason or treason;
(b) murder; or
(c) rape.

2.1. For added clarity, no person may be denied status as a refugee in Canada, solely because of the conviction of such a person of one or more of the acts given in Section 2.

3. The Governor Governor in Council may accept or deny requests for citizenship or status as a permanent resident, notwithstanding Sections 1, 2, or 2.1, if the Ministers of Citizenship and Immigration and Public Safety and Emergency Preparedness believe that:

(a) in respect of a denial of status, that such a person would pose a threat to Canada and its citizens if such a person were to be granted any such status; or

(b) in respect of granting status, that a significant period of time since the commission of any offences listed under Section 2 had taken place, and that such a person has exhibited exemplary behaviour and is unlikely to reoffend in Canada.

4. No person shall be denied the capacity to remain in Canada if the Government of Canada cannot ascertain beyond a reasonable doubt that such a person would not face any imminent danger if returned to their country of origin.

5. No person shall be granted citizenship or status as a permanent resident unless such a person passes a test of competence in relation to residence in Canada within eighteen months of having arrived in Canada.

6. No person shall be denied citizenship or status as a permanent resident, solely due to a failure to comply with Section 5, if such a person suffers from a disability, disorder, or any other status that would cause such a person to be unable to comply with Section 5.

7. In times of real or apprehended war abroad that would result in mass immigration to Canada, at the discretion of the House of Commons and the Senate, the time period in Section 5 may be extended by up to four years to facilitate the immigration process, if the Ministry so requests.

I think the Canadian Peoples party would support universal education.

Now I think a person who has a criminal record, a serious criminal record should be not allowed into Canada, unless they face torture or death in their home country.

I am sure, the Canadian Peoples party could go beyond three months. But this is just competency for a doctor or a high-ranking person in Canada.

I believe that most immigrants who have degrees in their home country has the equivalent of a Canadian Degree. So, I think they should look for work as a doctor, or engineer with their own degree from their home country, and after a three month period, they can have a test to see that they are exactly the same as a Canadian doctor, or engineer, etc, etc, which will result in an automatic Canadian degree, in case hospitals or businesses are hesitant to hire a foreigner that doesn't have a Canadian degree. The test wouldn't cost the applicant any money at all.

And they can do a make up test in another 3-6 month period.

This is a centralist party.

Now, with marriage, because of the big marriage-civil union issue, for everyone to come to the government for a civil-union with all the benefits and such. Everyone, same-sex, and hetero.

And churches and choose who they want to marry or not.

This is just a draft proposal for the Canadian Peoples Party platform.

I am still working on schooling, foreign policy, the military and other issues as well.

To Five Paradox, I agree with some of the things you say about immigrants, but we will have to discuss about who would classify as someone who would come to Canada with a criminal record and who can't.

Now, if these illegal guns haven’t been apart of a crime, they should be turned into authorities so that they can get off the street. How? By allowing a National Month Amnesty where all illegal or legal guns can be brought to the local police station, and once been turned into the police, the person who turns in the gun will receive a small cash reward.

Also, youth councils as well as National, Provincial, and Local governments should work together to get at risk youth off the streets and into work, or productive social activities like sports or Cadets.

However, the Canadian Peoples Party does not agree that 14 year old children should be charged as adults for crimes, when other restrictions of children are around 18-19 years old. Therefore, the Canadian Juvenille Act, should be changed that anyone below the age of 16 will be tried as a child unless the charge is rape, murder, or treason. Then and only then should they be tried as adults.

The Canadian Peoples Party support minimum sentences for most crimes, and hope judges stop slapping criminals on the wrist. However, it is up to politicians to put legislation that gives guidelines to Judges to follow, however, it is up to the Judge how he/she hands down the sentence in regards to the Criminal Code.

The route causes of crime should also be looked at;

Therefore, there should be a fund to combat poverty in this country. Because poverty and lack of jobs leads to the frustration that most criminals have before they go down the slippery slope of a criminal’s life.

There should also be help for criminals when they get out of prison so they can continue to reform there ways. A half-way house is no way for a criminal to prosper. They need to be taught in prison skills so that when they come out of prison they will be productive members of society. They should also go to help groups where people will help them with their problems.

And a way to stop crime, is to deport or not allow entry into this country of anyone who has a criminal record from their country of birth.

5 Social issues and "family values":

(Edited)Abortion:

1. Any person commits unlawful fetal termination who, in Canada, terminates a fetus that has developed for a period of no less than three months.

2. The three months referenced in Section 1 are to be as judged by one or more of the practicing doctors whom the bearer of the fetus had consulted during its term, or, in the absence of any such doctor, as close to three months as can be reasonably calculated by one or more doctors to be commissioned by the Court for that purpose.

3. (a) Notwithstanding anything in Sections 1 or 2, a fetus may be termined if there is reasonable cause to believe that the conception of such a fetus was caused due to a commission of a sexual offence upon the bearer of the fetus.

(b) No fetus shall be terminated pursuant to Subsection (a) if such a fetus has developed for no less than five months.

4. Notwithstanding anything in Sections 1 or 2, a fetus may be terminated if, in the opinion of two or more practicing doctors, such a termination is necessitated by the health of the bearer of the fetus and, in such a case, such a person will not have committed a crime pursuant to Section 1.

Same-Sex Marriage: Now the Canadian Peoples Party believes that the rights of Same-Sex people should be upheld, and we would oppose any curtail of benefits or rights for a minority of Canada’s population. However, the tension seems to be around a word, marriage. Therefore, the Canadian peoples Party proposes that if a person wants to go to a driect definition of marriage they should go to the church and have a wedding, and churches can decide whom they would administer to. However, if someone wants to have a ‘civil union’, they come to any federal or provincial office and they will not be barred no matter what sexuality they are.

Therefore, up to churches to allow marriage to whom they want, and to the federal and provincial governments to provide civil unions and benefits to all couples.

Child Care: The Canadian Peoples Party opposes the idea of for profit-centers to run day care for the children of this great country. The Canadian Peoples Party believes that Federal money should fund institutional daycare, as well as private centers that are not corporate for-profit daycare centers.

And in rural Canada, where institutional spaces or national day care spaces are hard to find, funding should be provided to families who do not have options to choose from.

Marijuana: Should be legalized and taxed just like cigarettes and other products. However, if grow ups do not disband because of this, then any attempt to smuggle marijuana into the United States would result in a heavy handed sentence on the pot-growers and pot transporters trying to ship it into the States.

6 Taxation:

The Canadian Peoples Party believes that the Canadian Peoples are over taxed. However, one social class should not be overtaxed while the other classes benefit. The Canadian Peoples Party also thinks that a GST tax cut will not benefit anyone other than the upper-classes who have a sizable income to spend on luxuries and such. Small Business, and corporations deserve a tax cut as well.

Therefore;

It should be that the Income tax of all classes, upper, middle, and lower should be dropped 1% point. And anyone that makes less than 12,000-15,000 dollars a year, should be dropped from the tax lists.

The GST will remain as is, whether it is at 7%, 6% or 5%.

Small Businesses should receive a tax break of 1,000 dollars, and should be able to receive loans and other monetary necessities if they are trying to come out of debt.

Finally corporate tax cuts, should range from .1%-.5% of the tax rate.

8 Canada-United States relations:

Canada and the United States has had a close relationship for most of their history. Some states and provinces, New England and the Maritimes operate like they are one because they are so dependent on each other. The United States and Canada are interlinked with economics and other aspects of social life so it wouldn’t be wise to cut off any relations totally.

However, several trade tiffs have taken place, Softwood Lumber, being one of them.

So the Canadian Peoples party proposes that NAFTA should be reopened to discuss the intricate details that go into the process of tribunals and rulings by the NAFTA panel and how each country should react to these rulings.

Canada should also diversive its economy and cut American dependency from 80%+ to just around about 60-70%. The economy should diversify into other markets such as Europe, Asia, Middle East, Australia, and Africa.

However, Canada should remain friendly to America, and should cooperate on all issues, with regards to Border Security, War on Terrorism.

However, Canada should also work with America and other nations to start a War on Poverty and a War on Hunger. To end the suffering in both countries as well as around the world.

Environment:

The environment is important for all Canadians. That is why that the Canadian Peoples Party thinks that an agreement should be reached where the federal, provincial, local governments along with environmentalists as well as corporations who reside in Canada work out an agreement on pollutants that harm the environment and how to curtail these harmful pollutants that are spewed from factories and industries.

Punishment for breaking this agreement:

If a corporation violates this agreement, and doesn’t decrease its pollution of dangerous pollutants it can face a stern warning for a first offence.

Second violation would result in a 200,000 dollar fine.

Also, the Canadian Peoples Party believes that carpooling, and walking or bike riding is not only healthy but would lessen the pollution that is spewed out of cars.

And would propose that all cars and vehicles, city, provincial and military as well undergo examination every five years to see if they are fit and healthy enough to drive on Canadian streets.

11 Electoral reform:

The Canadian Peoples party would like to revise the system that is in Canadian political system right now, past the post, and turn to a more proportional representation system that would allow for better governance of Canadian politics because the Canadian Peoples Party believes it unfair for a party to gain only 30%+ of the vote but gain over 50% of the house of commons.

With a more proportional representative system, it will allow for third-parties to have greater chance of winning seats in the house of common so their voices, and the voice of their voters will be heard.

Also Part 6 of Canada Elections Act should have section 67. (4) should have the first part of 1,000 dollar deposit withdrawn because that is a steep amount of money for a person or third-party to pay.

Senate Reform:

Five Paradox:

Our Senate performs a great deal of work for the House of Commons — without their reports, the day-to-day workings of our Lower Chamber would sometimes be at a crawl. Acknowleding its feats, however, we must also consider the Senate's fundamental flaw: One person, and one person alone, holds the prerogative to appoint Senators. Therefore, it is perceived by the Canadian people that the Upper Chamber of our House of Commons is not accountable to the people of Canada, however good our Senators' intentions may be.

We believe that we can create accountability in the Senate, without the hornet's nest that can be Constitutional reform. We would like to push for the House of Commons and the Senate to resolve that, in the future, Senators are only appointed when a Prime Minister's appointment of a Senator is accepted by the Legislature of the Province that the Senator would represent. We believe that it is imperative, in a democracy such as that of Canada, both Chambers are representative of the people.

And if the Provincial Legislature of the province cannot agree on the nomination, than a referendum would be held for the people to decide if the choice is a wise one and represents the choice of the people of the province that the Senator is nominated from.

Canada has one very important benefit when it comes to our Upper Chamber — our Senators serve for a long period of time. Even when the House of Commons can completely reverse itself in a matter of months, our Senate "remembers" the past few years, and evolves and adapts to meet the needs of the people. That is why we are in favour of extended, but non-life, terms in the Senate — we believe that Senators should sit for a maximum of twelve years per term, at which point they can resign, or have their appointment renewed by their Legislature.

Canadian Foreign Policy:

The Canadian Peoples Party believes that it should diversify its relationship with other nations around the world. Through the use of its ethnic background makeup with some 200 ethnic groups within Canada’s border, Canada should go to the forefront in addressing ethnic and secretarian conflict that takes place around our world.

Also the Canadian Peoples Party believes that NGO organizations that operate within Canada should receive government assistance or funding if asked when they go overseas on reconstruction and humanitarian missions.

The Canadian Diplomatic Core should be increased by 25%, and more diplomatic missions should be taken overseas in Asia, Africa and the Middle East by the Canadian Diplomatic Core to present Canadian image overseas.

Schooling:

The Canadian Peoples Party believes that schooling should be open to every child, every teenager, and every adult that is capable and willing to get an education. And the Canadian Peoples Party believes it is an equal responsibility for the provinces and the federal government to work together to get to the poorer and/or disabled people of Canada who might not get as much not have the same ‘kind’ of education as other students in Canada. How?

Section 1: By paying half the price of textbooks and supplies for post-secondary students who have themselves, or their parents who pay for them live below the poverty line in Canada, and the exact same principle for people who have a serious disability that might prohibit them from being ‘as up to par’ as regular students, like deaf, blind, handicap, and other disabled students.

Section 2: Training and hiring more helpers for disabled students, and set up a fund where secondary, elementary, and post-secondary schools and dip into if they need funds to hire helpers for disabled students.

Five Paradox: The Government of Canada shall pay any additional costs, in addition to those pursuant to Section 1, if the Government has a good-faith belief, and such a belief is supported by two or more certified accountants, that a person pursuant to Section 1 would not be able to access an education institution for the sole reason of being financially unable to do so, in order to permit that person to attend that institution. In my opinion, everyone should have the right to an education.

The Canadian Peoples party believes that each particular region of Canada should study their particular regions during elementary and secondary school periods, so that students get an understanding of their particular region within Canada.

The Canadian Peoples Party would work with Canadian Aboriginals and Canadian French people to instill history about pre-contact, and colonialist tendencies of New France and the social, political, and language issues that surround Canada today with its Aboriginal and French peoples.

The Canadian Peoples Party will also want to bring up important parts of Canadian history that has been forgotten in secondary school and bring about the treatment of ethnic minorities in a Canada that was very different to the Canada of today.

Canadian Peoples Party also will advance a plan, by having meetings with all provinces and territories to instill a home-school kind of teaching that is an excellent program in Alberta, and make it nation wide, or have at least have the option for home schooling if parents and students want to do it that way.

And finally, the Canadian Peoples Party, will fund new and improved Teacher Schools to attract more male teachers to the elementary and secondary school system while ensuring more female teachers can reach the rank of Professor in Canadian Universties.

Immigration:

The Canadian Peoples Party believes that anyone who wants to come to Canada deserves the same rights and chances of any Canadian Citizen. However, the country of Canada should not be a place for dangerous criminals, criminals with long rap sheets in their home country or people who commit genocide.

However, the Canadian Peoples Party acknowledges that the court systems of some countries may be backwards, or stack evidence against a political opponent, therefore, there should be a unit of Police Officers from the RCMP who investigate the backgrounds of all applicants trying to come into Canada with a serious criminal record, or was convicted of a violent crime.

The Canadian Peoples Party believes that (Five Paradox) a person may be denied citizenship or status as a permanent resident if such a person has been convicted of one or more acts of:

Section 1:

(a) murder;
(b) rape; or
(c) an act of terrorism specifically targeting civilians for no reason at all

The Governor Governor in Council may accept or deny requests for citizenship or status as a permanent resident if the Ministers of Citizenship and Immigration and Public Safety and Emergency Preparedness believe that:

(a) in respect of a denial of status, that such a person would pose a threat to Canada and its citizens if such a person were to be granted any such status; or

(b) in respect of granting status, that a significant period of time since the commission of any offences listed under Section 1 had taken place, and that such a person has exhibited exemplary behaviour and is unlikely to reoffend in Canada.

No person shall be denied the capacity to remain in Canada if the Government of Canada cannot ascertain beyond a reasonable doubt that such a person would not face any imminent danger if returned to their country of origin.


Canadian Military:

The Canadian Peoples Party believes that the Canadian Military and the Veterans of this country are extremely important in Canada, in the past, now, and in the future. The Canadian Military has around about 60,000 soldiers and its budgets range from government to government.

Canada needs its military to participate in United Nations or NATO peacekeeping missions, deploying on humanitarian missions for example (Pakistan), to assist our allies in wars that personally effect our interests (Afghanistan), and National Defence and to assist local authorities in time of crisis.

Therefore the Canadian Peoples Party believes that the Canadian
Military should be:

1. Increased from its standing of around about 60,000 soldiers, regular and reserve, and increased every year by 5% until it has reached a total of 100,000 soldiers in the regular and reserve units
2. The Canadian Military at an absolute minimum should have a funding of 20 billion dollars to upgrade equipment, buy vehicles and airplanes, and for expenses to recruit more soldiers.
3. That contracts, to build ships and airplanes, should be completed in Canada by corporations that are Canadian owned, or operate in Canada, and if a contract can’t be created then contracts can be looked at overseas.
4. That a parliamentary hearing should be held to discuss overseas missions that will result in combat, in over-budgetary costs with regards to contracts for military equipment and supplies, and on cases of abuse by Canadian Forces overseas or at home.

The Canadian Military needs to upgrade, or the Canadian Peoples Party feels, they need to upgrade in their Transport Plane department, and build a new Atlantic or Northern fleet of icebreaker ships, destroyers and other boats.

Fleet:

The Canadian Peoples Party believes that from Halifax, a Northern and Atlantic Fleet should be created with ships capable of breaking through ice, in every season. This fleet will have a central command post in Halifax, which will take orders from Ottawa when necessary with regards to operations.

This fleet will:

1. Patrol Artic and Atlantic sovereignty, and will be able to board any vessels that are in Canadian waters illegally, either ships that are apart of another nations military, or fishing illegally or dumping chemicals and oil into Canada’s waters.
2. Will provide assistance to the Coast Guard in times of need when a ship or plane goes down on the Eastern Seaboard.
3. Will participate with American forces in war games or naval exercises when times arise.
4. The fleet will remain in Canadian waters, it will not leave to go overseas unless it is personally requested by the government or organizations that request that particular kind of ship

Because the number of ships will be X, it should be decided that the Canadian Peoples Party believes that a certain percentage of every budget, that is assigned to the military should be spent on this program.

Transport Upgrade:

The Canadian Peoples Party believes that the aging Hercules transport fleet should be retired in the next fifteen years. Now the Canadian Peoples Party believes that in the meantime, a new plane should be created, a plane that takes aspects of the Airbus, and the Hercules and amalgamated into this new plane.

This will provide for a bigger aircraft that will be capable of carrying more troops into a combat zone, or supplies that will be needed.

Remember that as a small party growing its base as a centralist option this is only a draft platform and as more left-wing, centralist, and right-wing people join the party, the platform will change.
