Anti-bribery programs

I have a puzzle: commit bribery is the most serious social problem in China, even through the centre government made great efforts to eliminate these criminalities, it trends to be more serious than before. So I want to know the approaches to forbid this in your country.
I know HongKong has ICAC department to supervise bribery behaviours, how about in Canada.

Here,the larger the bribe,the more likely you'll get whatever you want.It's basically one of our more profitable [and fun] pastimes.

Bribery is different in Canada.

Laws exist to punish those caught in the act of giving or accepting a bribe.

It's only the people with a lot of money who can afford good lawyers in Canada that take the risk of bribing people in positions of authority. They know they can afford to offer bribes for favours and not suffer the consequences of high fines or prison time. The average man, if he were to offer a bribe to an immigration official, cop, government worker, or politician would probably live in fear of being arrested and facing the consquences of his actions.

People in positions of Authority, like cops and government workers, usually think twice about taking bribes because they know it wouldn't be worth losing their job for piddly amounts of money.

It's the fear of laws being enforced and going to jail which keeps bribery to a lower level in Canada than. In China, there is no enforcement of the laws against bribery, so people feel freer to give and accept bribes.

It's fear of punishment that keeps most Canadians honest. If they know they can get away with it, they will do it though.
