VANCOUVER -- A new Vancouver-based think-tank says it has conducted a performance review of 80 premiers since 1981 and former Ontario premier Mike Harris, a Tory, was rated the best while Quebec's PQ premier Pauline Marois was the worst.

Aha! Insights Inc. has produced its inaugural report, called "Premier Class: Canada's Best and Worst Leaders."

The study only assesses four current premiers but concludes that of those, Saskatchewan's Brad Wall of the right-wing Saskatchewan Party is at the top while Ontario's Kathleen Wynne, a Liberal, takes last place.

Co-author Mark Mullins, CEO of Aha!, says the study used 11 fiscal and economic outcomes, such as job growth, balanced budgets, and business investment.

He says the conclusion is that "leadership and fiscal and economic policies really do matter."

Overall, the study suggests Alberta has had the best set of premiers since 1981, followed by British Columbia and Ontario; Quebec's premiers as a group were in last place.

So far I'd say Wynne has been the best and Harris obviously the worst.

Social issues are more important than economic issues and every conservative has this problem of also being a Retro Christian.

Patrick Brown might be different, but we can't get much better after having a lesbian in office.

Lousy neocon ideologues. responsible for selling off Highway 407, and starting the process of dismantling and selling off Ontario Hydro.. realizing the neocon dream of a privatized dismantled state, replaced by a corporate global tyranny. I almost want to puke when i see a picture of the stupid little fart.. incompetent, corrupt corporate quislings.

You're such a moron! If there is no economic prosperity there is little in the way of tax revenue which is used to pay for social programs. You seem to think that the answer is to have a massive government controlling every little aspect of our lives funded by a 99% tax rate on the few working people and massive amounts of unpayable debt.

Here is an experiment for you. Go to the deli without any money or debit/credit cards and buy lunch for someone. That is essentially what you propose is the best way to run society....you're a moron!

The only industries that should be publicly held as Crown corporations are natural monopolies.. which only exist in special categories, in transportation, energy and communication infrastructures and utilities. All of which are essential to support a privately held industrial base, and for which redundant infrastructures would involve a vast misallocation of resources.

In energy and communciation rates should be set to cover long term sevice at cost, absent any profit motive. Transportation should be supported in part by users, through fuel taxes. In private industry the government's role is provide a regulatory structure than ensures competition and a level playing field... supported by tariff and credit support.
