Trudeau government considering immediate $1-billion stimulus for hard-hit Alberta, Saskatchewan



Canadian Prime Minister Justin Trudeau has decided to focus initial stimulus efforts in oil-producing Alberta and Saskatchewan, while waiting to assess whether further stimulus is needed nationwide, according to officials familiar with the plans.

The government is in talks to quickly allocate $1 billion for infrastructure projects in the two provinces — money earmarked by the previous government’s infrastructure fund but not yet delivered, two of the officials said. The move is part of a decision to prioritize new infrastructure in the two provinces because the impact of the oil-price shock is strongest there, said three government officials who spoke on condition of anonymity because budget decisions aren’t yet final.

As the economic outlook deteriorates, the government has been resisting pressure to dramatically change its fiscal plans, worried it would undermine a campaign pledge to be fiscally prudent. Trudeau campaigned in last fall’s federal election on a deficit of no more than $10 billion in his first year, a pledge he and his ministers have since tacitly abandoned. They now say the country’s debt-to-GDP ratio will continue to decline.

“We’re looking very, very hard at what needs to be done,” Trudeau told reporters Monday afternoon. “We’ve always said that being fiscally responsible while creating growth is at the heart of what the Liberal Party is, and that’s exactly what we’re going to do.”

Last week Canadian Imperial Bank of Commerce Chief Economist Avery Shenfeld said a deficit as deep as $30 billion was needed to revive growth, and this week former Bank of Canada Governor David Dodge urged Trudeau to ramp up fiscal stimulus to take the pressure off monetary policy.

Few Details

Trudeau and his cabinet spent Monday meeting in New Brunswick and emerged with few new details on what, if anything, his government will do to respond to sharp declines in the value of Canada’s currency and the price of oil.

Outside the oil-patch, the federal government is biding its time. It wants to avoid overreacting as it assesses the impact of the falling dollar and determines whether growth will rebound in the manufacturing provinces of Ontario and Quebec, one official said.

Infrastructure Minister Amarjeet Sohi — who represents an Alberta district — said cabinet is considering how to quickly allocate a total of $10 billion in infrastructure cash approved by the previous government. While the federal government typically splits major project costs with provinces and municipalities, Trudeau’s team is considering paying a larger share for projects they deem worthwhile, Sohi said in New Brunswick.

Finance Minister Bill Morneau said Monday morning he was still determining his spending plans but that the government would prioritize infrastructure that boosts “the long-run productive capacity of the country.”

Trudeau’s cabinet retreat concludes Tuesday, when he’s due to travel with Morneau and others to Davos for the World Economic Forum. Canada’s parliament is due to resume Jan. 25, with a budget typically expected in March.

Oil will stay below $30 a barrel for some time, maybe but a decade? Don't forget that we are only another crisis in the Middle East away from having their oil exports disrupted and we rely on our own resources in North America, again. It is so damn volatile and unpredictable that a ten year event horizon is way too long away.

Actually, no. Dollar's down down down.

It hit a low midday at under 68.5 cents and recovered to just over 69 cents. So it is up as it has been below 69 cents for several days. The fact the BoC decided not to reduce interest rates to stimulate the economy is the reason for the 'modest' recovery. Of course this still leaves the issue of the unstimulated economy.

It's no longer prosperous, it's a have not province now..

Credit rating lowered twice, debt sky rocketing.. and 40 more months of an NDP Government killing Alberta slowly.
Alberta is prosperous,the only problem i know is it has been under dictatorship of bad management,this management turned Alberta from prosperous to up for auction,Alberta became an oportunist government,losing it way,losing its pride,just plain old mixed up,what a shame.

Alberta, or the old Alberta died a while back,before the NDP government,
this province is in a deep denial,the other type of grief process,but it is time to run with what opportunities are before us and get people back working,
Alberta has a new brand,and it dam well feels good.

We need to STOP BAILING OUT ONTARIO.

I mean Alberta.
All i know about Ontario,well i know a few things,but the one thing which popped into my head is the money available for publications,
i did some information auditing on the use of money for publications,all I can say is "wow".
Using public money to promote prescribed agendas through the publication process took me some neat and far out places within the Ontario government and extentions of the Ontairo government.
one of my first letters to the new Premier of Ontario ,Honourable Ms Wynn was to ask for an assessment of the use of public money for publication purposes,particularly along side with the lobbying process,I think I directed an assessment of "arms length institutions of public service which present as using the publication process to mobilize lobbying agendas,asking if this appropriate use of public money.
it is best to leave Alberta alone,and concentrated on Ontario,good luck,
it is important people get back to work.

i wish i new how to play the stock market better,i think i would have lots of money if i least learnt a little.
