Some people in the house are on various committees and are on the road
in constituencies. Besides the House works on a parity system naturally
the conservatives will have more members in the house holding down the
fort as it were in case of a surprise. Most parties agree to pair the house
so everyone gets work done They revolve too I understand. In addition
there are critics who are gathering information outside the house as well.
Attendance and voting is not the actual reflection of the work the member
is doing.
