I haven't seen the text, but it sounds stupid.

Escort agencies can't advertise, but individual hookers can; the hookers can't be prosecuted but their customers can. It's ripe for a court challenge.

With that in mind, the Harper government seems increasingly autocratic, because I would say that, while his party has social conservatives, it also has libertarians who would be put off by the new law.

Prostitutes can be required to go for checkups, but that does not mean they should be forbidden to ply their trade.

Food poisoning exists, but that does not mean restaurants should be banned.

The advertizing if sexual services needs to be better regulated. For example, why is the adult section of back page.com not required to also advertize applicable government services, crisis help lines, mental health services, Sex Addicts Anonymous, sex education snd STD education websites, etc.?
Even cigarette advertizing is more regulated than that!

I'm thinking there are some potential customets for some slip on cleats for high heels, even a slip on spike that can be taken off when hitting tile floors would save them falling on the 'money-maker', perhaps some clear windproof pants with clearance light for night-work. Ive never paid and never would, but I think people should be allowed to do whatever they want with their bodies for good or ill. Their lives, their bodies, their money. As for what society likes, I could care less.
