Petition To End Temporary Worker Program

This petition represents the opposition among Canadians to the Temporary Foreign Workers Program (TFWP) and the International Mobility Plan (IMP).The government must put Canadians first and protect our abilities and opportunities to employment, competitive and living wages, and a decent standard of living.

In the midst of continuing economic uncertainty even the governments own research proves these programs are suppressing wages, creating unemployment, provides little incentive to employers to train Canadians, and denies jobs to the skilled, unskilled and those with disabilities.


The same research shows that there is, and never has been a labour shortage. It is time to end the TFWP and IMP, and truly make Canadians the first choice for all jobs.

Therefore we recommend the following:



1) Do not consider the demands of the " Say no the 4&4 rule" campaign. The government must put the needs of Canadian workers above the vocal demands of foreign workers.

2) End the TFWP and IMP. We would like the government to completely phase out the current programs by January 1, 2016.

All current permits should be re-evaluated by December 31, 2015. Thus the end date of all current permits will be March 31, 2016 as this would be current with the federal budget. These programs are unmanageable, out of control and riddled with employer abuses. These programs have cause Canadians a great deal of emotional turmoil and financial hardships. These programs have been especially devastating to the economically marginalized segments of our society such as First Nations, youth, seniors, single parents and those with disabilities.

3) The government should implement a tracking system to monitor TFW permit dates and exit status. This will ensure a TFW is legally entitled to work in Canada as under the current system there are violations and issues.

4) The government should issue a public statement warning all TFW that the government will deal with immigration violators. It has been publicly stated by migrant groups that many TFW intend to stay in Canada and work undocumented. The government has a duty to prevent this issue from becoming a problem.

5) Further the government should use the new powers to conduct onsite inspections, none of which has been carried out thus far. Impose far higher penalties , including monetary penalties for any employer caught employing a TFW with an expired permit. Such penalties shall be 20,000.00 per case.

6) The government should fulfill Mr Kenney's promise to publish the names of all employers currently using this program, including positions and pay rates.Canadians demand full transparency by employers and the government.

7) The government should at all levels, federal, provincial and municipal ban the outsourcing of Canadian jobs.

The government should require employers currently using these programs to offer the same and equal employment rights and benefits to all Canadian employees as offered a TFW. Full-time work, guaranteed work contracts, paid travel expenses, medical benefits, housing options or compensation and so forth. Canadian workers demand equal employment opportunities and benefits.

We are asking Canadians to sign this petition as we want all Canadians , skilled and unskilled, but especially First Nations, youth, seniors, single parents and those with disabilities to be the first employed in this vast country of ours before temporary foreign workers are employed.
