Well that's actually a mouthfull when it comes to answering that question.
It's far more easier to do in Photoshop, then say Microsoft Paint. Photoshop allows you to use layers, which means you have have one photo over top of another and edit one of those photos without affecting the other(s)
The main thing I tell people to get used to in photoshop is the layers.... once you get used to how those work, pretty much everything else falls into place when it comes to learning.
For blending in the neck area, I would suggest using either the Clone Stamp tool or the Patch tool. If you are working with layers, then you can mask or erase details from one photo so that it blends easier into the other image.
Since I can not go into great detail about it at the moment, I'll direct you do this little tutorial which should answer most of your questions/concerns:

^ The patch tool works in the same way as the rubber stamp, but a bit different.... each one has its own pros and cons, depending on what you wish to do.
